摘　　要：进入21世纪以来,新自由主义在拉美地区的影响力明显下降,新自由主义改革的负面作用导致社会形势恶化和社会冲突加剧,进而引发民众抗议运动的兴起和许多国家政局动荡。伴随新自由主义的退潮,拉美国家外交政策正在经历又一次大的变化:第一,对美国的离心倾向日益明显;第二,更加重视拉美国家之间经济、政治、社会政策等方面的团结合作;第三,左翼利用圣保罗论坛与世界社会论坛作为批判新自由主义、扩大全球影响的重要阵地;第四,拉美一体化政策出现分歧。Ever since the entry into the 21st century, the influences of neo- liberalism have apparently declined. The negative effects of the neo- liberal reforms have resulted in social situations worsening and social conflicts aggravating, causing the rise of public protest and political turbulent in many countries. As the decline of the neo - liberal reforms, Latin American foreign policy is experiencing great changes. First, the disunity with the. U.S. is increasingly clear; sec- ond, paying more attention to cooperation among Latin American countries in political . economy . social and other sectors; Third, the left - wing makes use of the San Pablo Forum and World Social Forum as the front of criticizing the neo - liberalism ,expanding global influence;emerging divergence on integration policy.
