摘　　要：产业集群的形成过程,既是一个企业聚集的过程,也是一个人才聚集的过程。产业集群是人才聚集形成的基础,产业集群的竞争优势可以通过人才集群得以实现。政府在发展产业集群的过程中,应该创新区域人才引进政策,营造良好的人才集聚环境,以人才要素的集聚带动其他要素集聚,为产业发展创造更好的条件,形成产业集群与人才集群良好互动的局面。The development of industrial clusters is a process for enterprises assembling and talents gathering. As the prerequisite conditions of talents accumulation, industrial clusters are able to enjoy competitive advantages by assembling talents. While launching the drive of industrial clusters development, government has the duty to innovate on regional talent introduction policy, and create better environment for talents accumulation. Only in this way can we gather all the advantageous factors we need for economic development and provide favorable conditions for industrial development, and thus make it possible for industrial clusters and talents clusters to enjoy better interaction.
