摘　　要：本文确定了国民信息素质的内涵,并根据系统整体素质划分理论,提出了国民信息素质结构划分,为进行全面国民信息素质教育奠定了理论基础。本文针对国民信息素质的相关因素进行了分析,论述了新时期信息技术发展对国民信息素质建设的重要影响。This paper determined the quality of the national information literacy. Based on the theoretical division of quality system literacy, this paper brought forward the structure division theory of the national information hteracy, and made clear some concept, just like： Information capabilities literacy, information foundation literacy and information assistant literacy. In view of the quality of information related to national factors were analyzed to conduct a comprehensive national assessment on the basis of the quality of information theory research.
