学前教育事业发展的制度保障与政府责任

摘　　要：学前教育事业的健康、可持续发展需要强有力的制度保障。随着经济体制改革的深入,由于缺乏相应的管理制度、经费制度、公共服务体系、办园规范制度、法律制度等的有力保障,当前我国学前教育事业发展出现了一系列急迫需要解决的问题,应当引起政府和社会的高度关注与重视。解决问题的关键在于政府切实加强和履行发展学前教育的公共责任。The healthy, stable and sustainable development of early childhood education needs to have a strong system of protection. With the deepening of economic reform, it has emerged a series of urgent problems in the current development of early childhood education, due to the lack of appropriate powerful protection, such as management system, financial system, public service system, kindergarten running standardized system, legal system, etc. Government and society should cause great concern and attention on these problems as well as protection systems. The key to solve the problem effectively is government＇s strengthening and carrying out its public responsibility on the development of early childhood education.
