摘　　要：社区矫正系统由对象、主体、技术和资源等要素构成。社区矫正对于矫治罪犯、节省资源、促进社会和谐等具有积极功效。社区矫正具有多元的目标体系,而实现预防再犯效果的最优是其核心目标。由于缺乏实证调查与分析,目前社区矫正试点工作是否取得了预期成效,还无法定论。增强社区矫正系统内各要素的性能,优化社区矫正系统的组织结构,营造良好的社区矫正外部环境,是提高社区矫正整体功能的基本途径。其中,优化社区矫正的组织结构、调整各方关系是有效提高社区矫正功能的关键。The community rectifies system is made up of essential factors including object, main body, technology and resources constitutes, and so on. The community rectifies have the positive effect for correcting the criminal, the economical resources, the promotion of society harmony, and so on . The community correction has target, but realizing the prevention of violation again is its core goal. Because the deficient real diagnosis investigation and the analysis, whether the pilot work of the community retifies have made the anticipated progress is unable to get conclusion. The enhancement community rectifies in the system various essential factors performance, the optimized community rectifies system＇ s organizational structure, builds the good community to rectify the external environment, is enhances the community to rectify the integrated function the essential way. And, the optimized community rectifies the organizational structure, the adjustment all quarters relations are enhance the community to rectify the function effectively the key.
