摘　　要：就我国建立和实施农村居民最低生活保障制度必须遵循的基本原则、制度建设、保障标准、低保对象和范围、资金筹措、操作程序、干部考核、低保管理、审计监督、医疗教育司法等辅助配套的农村社会救助体系,扶贫开发与农村低保关系和法制建设初步构想等提出了若干政策建议。How to establish and implement the article puts forward certain policy proposals rural inhabitants＇ lowest social security system？ This on the basic principle, the system construction, the relief standard, the subjects and the extent, the fund raises, the operation procedure, the cadre assessment, guarantees management, the audit surveillance, the medical education judicature and other assisting relief systems. It also brings forth the preliminary concept in helping develop rural social security system and the legislative work.
