摘　　要：次贷金融危机给全球电信运营商的经营环境造成了不利的冲击,身处风暴中心的欧美运营商受创严重。客观上为国内电信运营商开展海外并购提供了难得的机遇。分析了金融危机下中国电信运营商"走出去"的优劣势,包括需求、成本、资金等方面的优势条件和资本风险、债务陷阱、管理缺失等不利因素,提出了中国电信运营商海外扩张的战略。subprime mortgage loan crisis bring adverse effects for global teleconmmnication operators in business conditions, especially for Europe and American operators. But is also afford good opportunities for Chinese telecom operators implements International M＆A plans. This article analyzed the advantage and disadvantages for Chinese telecom operators implement overseas business, including the advantage condition such as demands, cost and fund and disadvantages in capital risk, debt trap and the lack of management. At last, the author putted forward her strategies for Chinese telecom operators overseas expansion plans.
