论构建和谐校园的制度安排

摘　　要：高校内部组织制度的制订者具有裁判员和运动员的双重角色,这对制度的合理性产生了负面影响.制度是和谐校园建设的长效机制和路径所在,包括非正式制度和正式制度安排;文章提出了两种制度安排中的若干关键,用以指导具体的制度建设,保障与促进校园和谐.Policy makers in china＇s institutions of higher learning play the role of both the player and the ＂judge＂ of the game. This results in some negative impact. Rules and laws of an institution is the safeguard of its long term development. Taking two particular arrangements as illustrations, key points concerning the making of the rules and laws were specified so that the making will have some concrete guide to promote the construction of campus harmony.
