摘　　要：高等教育成本分担应在遵循收益原则、能力原则、效率原则和公平原则的基础上,由政府、学生及家庭、企业和其他社会成员三方主体分担。同时,要结合我国国情,改变政府资助措施,完善助学贷款机制,推进公立高校"改制"、发展私立大学,给地方政府以激励,改革教育财政拨款制度,鼓励高校依靠自身创收,以完善我国高等教育成本分担制度。On the basis of following the principle of income, capability, efficiency and equity, higher education cost sharing should be shared by three parts： the government, the student and his family, the enterprises and other social members. Moreover, we must combine the situation of our country, change the government imburse measure, perfect the assist study loan mcchanism, promote the innovation of system of public university and develop private university, present inspiritment to local government, reform the finance appropriate fouds system, encourage university make income by themselves, in this way, we can consummate the system of hgher education cost sharing.
