摘  要:根据社会主义双元财政理论,助学贷款补贴本应由公共财政主体,即政府或政策性银行提供,然而由于贷款利率偏低,国有商业银行和农村信用社也向助学贷款提供了隐性补贴,从而造成了财政补贴主体的错位,影响了助学贷款发展。因此,助学贷款转由国家开发银行经营是明智之举。今后应逐步减少隐性补贴,加大贴息力度,促使财政职能各归其位,保证助学贷款的顺畅运行。According to Socialistic Dual - finance Theory, Student Loan' s subsidies should be given by public finance' s agent including govemments or policy banks. However, due to low interest rate of loans, state - owned commercial banks and rural credit cooperatives also provide loan with hidden subsidies named "fiscal subsidies of state - owned capital" and "non - fiscal subsidies", which make the fiscal subsidies provider misplaced and block the advance of GSSL. So the decision that GSSL is transferred to policy bank is reasonable. The government should increase public finance subsidies and reduce hidden subsidies so as to make the financial function be appropriately placed and guarantee the smooth operation of student loan scheme.
