摘 要:油气企业科技规划工作是一项涉及面广,十分复杂的系统工程。要使科技规划工作紧密围绕企业业务发展战略和市场未来需求,制订出具有前瞻性、实用性、科学性的科技规划,除进行充分的调查研究和综合分析外,还必须有一套科学的量化测算方法。综合因素测评法是通过对技术竞争力的影响、技术水平、技术对生产的影响、技术满足生产的程度、自主知识产权5项特征的综合分析,经过对技术特征的量化并进行数学计算,计算出各项技术的重要度分值,从而解决了技术需求优先级排序的问题,使科技规划的结果更具有科学性和可信度。The scientific and technological programming for oil and gas enterprises is a very complicated work which involves many sides. In order to help an enterprise make right decisions in development strategy and market competition,the planned projects will be feasible,reliable and forward-looking in science and technology through not only in-depth study and investigation but also scientific evaluation by a set of quantitative calculation methods. A comprehensive evaluation of factors law is introduced to fully analyze on five technical parameters including the influence on technical competition,technical level,productivity affected by technology,the technical degree for production,and their own intellectual property rights,then a mathematical calculation is carried out on the five technical parameters in the form of quantization to obtain importance score of each one. In this way,the requirement of technology can be sorted by priority so that the planned projects will be more reliable and reasonable for an enterprise.
