论新农村建设视野下村民自治制度的完善

摘　　要：建设社会主义新农村,是当前农村改革发展的重要任务,这个目标的实现,有赖于村民自治制度的健全。然而,二十几年村民自治制度实践的结果却导致了村民组织宗派矛盾突出、工作效率低下、制度虚构、自治空白等现象。如何完善村民自治制度,有效发挥村民自治制度的作用,已成为当前新农村建设的重要内容,也是新农村建设顺利推进必须解决的重要课题。Building the socialist new countryside is the important task of rural refoim development at present, the realization of which depends on perfect villagers＇ autonomous system. However, the implementation of villagers＇ autonomous system for more than twenty years resulted in outstanding contradiction between village organizations, low working efficiency, imaginative system and lack of autonomy. How to perfect villagers＇antonomous system and give full play to it has become the important content of the building of new countryside at present as well as the important subject in the promotion of building of new countryside.
