摘　　要：国有资产经营公司是以资本经营为手段,以各种不良资产为主要经营对象,以改造劣质资产、培育优质资产、实现资本增值为主要经营目标的企业集团。公司的总体战略对国有资产经营公司的经营具有重要的影响。基于国有企业改革及国有资产经营公司的现实状况,国有资产经营公司的总体战略可分解为短期的政策性目标导向战略、中期的服务性目标导向战略和长期的市场导向战略。State-owned Asset Operation Company （SAOC） is a kind of enterprise group reengineering the poor asset and improving the well-preformed asset as a means of achieving the goals of gross asset of the AOC growth. The general strategy plays a central role in the operation of AOC. On the ground of reform in State Owned Enterprise and the reality of AOC, the general strategy of SAOC can be separated into 3 phases, in the short term, the general strategy is policy oriented strategy, in the middle term, it will be a service oriented strategy, and in the long range, the market oriented strategy should be implied.
