摘　　要：党政联席会议制度是高校院(系)研究工作的重要形式,是决策机制的尝试和创新。通过全面把握内涵和意义、制定科学规范的议事规则、加强领导班子建设等角度,阐述如何科学制定和实行党政联席会议。Joint conference system between the Party and the government is a vital working method in institutes of higher learning, and it＇s also a trial and creation for policy-making. This essay is to elaborate on how to scientifically formulate and implement joint conference system, based on complete comprehension of its nature and importance, formulating scientific and normative rules of procedure, strengthening the leading body etc.
