摘　　要：随着我国银行业的全面开放,外资银行进入我国金融业市场的速率明显加快,一方面给我国银行管理带来先进技术,促进我国金融体制改革深化,提升市场竞争能力,另一方面也使我国金融市场面临宏观调控效应削弱、银行国际竞争力受冲击、银行控股权旁落、金融业发展不协调等金融安全隐患。为确保我国金融安全,提出完善金融安全法制建设,加强对外资银行的监管,建立公正的市场环境,把握好外资银行进入的节奏,提高我国银行业竞争力等政策建议。With the full opening of domestic banking industry, foreign banks are entering domestic financial market in an ever-increasingly rapid rate. They bring, on the one hand, advanced managing technologies into domestic banking management, promote the deepening of domestic financial reform and upgrade the competence of domestic market. On the other hand, they pose problems of domestic financial security, weakening domestic macro control and international competence of domestic banks, transferring the right of share controlling to others and disturbing the balanced development of domestic financial industry. In this respect, this paper puts forward some suggestions to ensure financial security, such as further strengthening legal system construction on financial security, enhancing the supervision of foreign banks, establishing a fair market environment, controlling the entering speed of foreign banks and upgrading the competence of domestic banking industry.
