摘　　要：从灾害形成机制角度,建立城市洪水灾害损失评估指标体系和城市洪水灾害损失评估模型,并将该模型应用于哈尔滨城市洪水灾害损失和短期预测。结果表明,该模型能较好地评价城市洪水灾害损失情况,为洪水灾害损失做出救灾减灾辅助决策支持。An index system as well as a model for the assessment of urban flood disaster losses was established from the viewpoint of formation mechanism of urban floods.The model was applied to the assessment of disaster losses and the short-term forecast of floods in Harbin City.The results show that the present model can satisfactorily reflect the urban flood disaster losses and will provide a scientific basis for decision-making.
