摘　　要：以人为本、转变发展模式是党的十七大提出的指导我国经济社会发展的科学理念。我们必须全面把握、深刻领会以人为本、转变发展模式的内涵和实质;在实践过程中,我们要坚持可持续发展观,以发展循环经济作为解决日益严重的环境问题的根本途径。During the CPC＇s 17th Congress, people oriented and transforming the development model are proposed to conduct our economic development and social progress. We should fully comprehend and master the connotation and substance of those scientific ideas. In the process of practice, we should insist the sustainable development and choose the circular economy as the essential way to solve the increasingly serious environment issues.
