浅议普通高中教育的政府经费分担责任问题

摘　　要：高中教育是教育过程的重要阶段,从现实情况出发,理性分析,政府在普通高中教育方面应当履行的经费责任是边界性的责任,即有限责任。清晰界定政府在高中教育方面的经费责任能更好地保障受教育者的权利,促进高中教育的良性发展。但界定政府经费责任的边界,必须依照责任明晰化、法制化和渐进化原则理性分析、科学规划。The senior education is an important stage of education. Rational analysis from the reality of the situation, the senior education should fulfill the border with the financial responsibility which is limited liability. Only to define the borders of financial responsibilities science, in accordance with the rules about clarity of attribution, the rule of law and the principle of graduation, rationally choose the financial responsibility of the government to ensure the right to access to education and promote the senior education developing healthily.
