摘　　要：政府道德是政府构建和运行的价值基础,是政府行政理念的伦理基石。政府道德具有初始性、客观性、约束性和传承性四个基本特征。政府道德既为行政能力建设指明了方向又为行政能力建设指明了路径,即以公共服务精神统摄行政理念并切实履行社会管理职能才能巩固权力运行的合理性基础,取得到社会的广泛认同。Government ethics is the value basis of the construction and operation of the government as well as the ethic cornerstone of its administrative idea. Government ethics features as initiative, objective,restrained and inheritable. The construction of the government＇s administrative capacity is directed and guided by Government ethics. The run of power is strongly rationalized and common identification could be achieved only if the public service spirit dominates the administrative idea and social administration is fulfilled.
