高校后勤“大部制”架构设计

摘　　要：高校后勤管理体制和运行机制在后勤社会化改革的进程中,架构设计和运行效果不尽相同。各高校都根据各自实际,有的设甲、乙方,有的只有乙方,有的只有甲方,有的则是甲乙方一套班子、两块牌子。本文认为,高校在确保事业型后勤的前提下,拓展市场化服务是必然选择,本着高效运行、节约资源、科学发展后勤事业的原则,把后勤管理,后勤保障,医疗、卫生、安全等大后勤功能集合为一体的大部制架构来进行组织机构设置,并使之成为一个整体有机运行。As for college logistics management system and operational mechanism in the process of reform of social- ization of logistics, architecture design and operation are of different effects. Universities and colleges are in accordance with their respective realities. In the opinion of this article, it is inevitable to expand the market-based services for colleges and universities under the premise of the undertaking logistics. In the principles of the efficient operation, conservation of resources and scientific development, the greater-department-type logistics is designed by integrating the functions of relat- ed departments including logiscs management, logistics supplies, medical insurance, sanitation and security.
