摘　　要：从潜艇操纵安全的角度出发,论述了保障潜艇生命力的措施,提出了潜艇航行深度安全区的概念,并明确了安全深度的确定原则及方法;论述了潜艇舵卡及舱室进水事故的危害及其挽回操纵策略;描述了潜艇操纵安全界限图的组成、绘制及使用方法。From the angle of submariners maneuvering security, the measures of securing the submariners survivability were discussed＇s the conception of submariners safe navigation depth was presented and its definition principle and method were put forward. And meanwhile the harm and its redemptive measures were analyzed when the rudders were blocked or seawater came into the cabin. Moreover, the composition, protraction and usage of MLD （maneuvering limitation diagram） were described.
