电网管理体制改革历程及其思考

摘　　要：改革开放30年来,我国电力事业发展迅猛,电力工业改革在集资办电、政企分开、厂网分开等领域实现重大突破,推动了电力投资主体的多元化,依法推进了电力体制机制创新。电网体制变革的主要特点有:电力体制改革造就现代电网企业,国有资产管理体制改革是激发电网企业转换经营机制的动力。电力体制改革的历程和经验表明,推进电力市场化改革,要从政策引导改革过渡到法制保障改革,要建设具有中国特色的电力市场体系。China＇s electric power industry has witnessed the fastest growth since the reform and opening policy was adopted in 1978. Substantial breakthroughs have been made in the power sector, such as diversified investment in power plants, separation of government functions from enterprise management, and separation of generation from transmission. These reforms have led to large-scale and diversified investment in the electric power industry and promoted institutional and managerial innovations in line with the law in the sector. The reform in the power grid management system mainly has the following characteristics： the power system reform is helpful to create modem power grid companies; the reform of the state-owned transferring and enhancing the operation mechanism for assets management system serves as a strong incentive for the power grid companies. The process and experience of the power system reform clearly suggest that in order to push the market-oriented reform, more emphasis should be laid on legislation and rule of law rather than policy-making so as to build a power market system with Chinese characteristics.
