摘　　要：本文结合工作实际，分析了我国文献资源建设中存在的主要问题，提出国家应设立专门的机构，对我国的文献资源进行统一的管理和组织，并提出了一系列具体的办法、措施，以增加我国文献资源收藏、引进的种类和品种，大幅度提高文献资源利用率，基本满足我国社会科技经济发展对文献资源的需求。This paper analyzes the key problems in the construction of document resources in China, proposes that the state should set up a specialized organization to unitedly manage the national document resources. It also puts forward a series of concrete methods and measures in order to increase the kinds and varieties of the national document resources collections, to largely improve the utilization rate of the document resources and satisfy the basic demand for document resources in the development of the national society, science ＆ technology, economy.
