摘　　要：阐述课题立项中检索报告的利弊,从科研人员和评审专家角度客观评价查新结果在课题立项中的作用和意义,对课题设计、修改、评审中如何发挥并挖掘查新结论的作用和功能进行探讨,指出科研人员应正确认识密切相关文献数量,查新机构应注重进行对比分析及新颖性情报评价。The paper firstly elaborates the pros and cons of retrieval reports in the approval of scientific research projects, and evaluates the function and significance of novelty retrieval results in the approval of scientific research projects from the angle of researchers and appraisal experts, then discusses how to mine and play the role of novelty retrieval conclusions in the process of projects designing, revising and evaluating, and at last puts forward that researchers should have a correct understanding of numbers of closely related documents, and the institute for novelty retrieval should pay attention to comparative analysis and novel intelligence assessment.
