摘　　要：通过构建因果模型对影响产业集群可持续发展企业各因素进行了分析,然后使用案例研究方法分析佛山牛仔裤产业集群内企业的微观行为。产业集群宏观状态是企业在集群中决策与交互作用的结果,集群企业在生产决策中考虑很多方面的因素。认为产业集群政策是影响企业决策的一项重要因素,集群政策作用途径应该是通过影响企业决策行为进而影响产业集群的宏观状态。最后给出了产业集群政策制定的一些建议。The influencing factors on the sustainable development of industry cluster are analysis by constructing a cause and effect model in this paper. And then the micro-behaviors of enterprises in Foshan jean industry cluster are also analysis. The macro status of industry cluster is the result of enterprises making decision and interacting in cluster. Enterprises in cluster consider many factors in production decision. Industry cluster policy is an important one of these factors. Cluster policy influences the macro status of cluster indirectly by influencing the enterprise decision. In the end, the paper presents some suggestion on cluster policy design.
