摘　　要：科学发展观的实质和核心是以人为本。以人为本是马克思主义理论体系中的命题,是对马克思主义关于发展的前提、动力、目的、标准和人民主体价值观等一系列重要思想的继承和发展,同时也是对人类思想史有关民本思想和人道主义思想的扬弃。贯彻以人为本的思想必须以促进人的全面自由发展为目的和归宿。The essence and core of the concept of scientific development is the human - oriented idea, which is an important proposition of Marxist theory system and an inheritance and development of the precondition, motive force, purpose, criteria and people＇s subjective value of Marx＇s idea on development. Meanwhile, it has sublated the people - cbntered concept and huanmism of human ideological history. Implementing the human - centerd idea must aim at promoting the overall development of human beings.
