摘　　要：研发投资活动由母国向他国转移是当代研发投资国际化的必然趋势。我国应加强海外研发投资的试点及规划。借鉴西方跨国公司的境外研发模式,从我国国情出发,积极开展"技术获取型"对外投资,推动有条件的企业尽早"走出去",做好开展跨国研发投资的准备;应抓住当前有利时机,加强对发达国家的跨国研发并购;积极培育和推动"小巨人"科技型企业走出去。The R＆D investment activity by the motherland to other country shift is the contemporary R＆D investment internationalization inevitable trend. Our country should strengthen the overseas R＆D to invest the experiment site and the plan. Profiting from the western multinational corporation＇s foreign R＆D pattern and embarking from our country national condition, we should positive development ＂technical gain＂ foreign investment and impetus the condition enterprise ＂to walk out＂ as soon as possible; prepare for development transnational research and development investment. We Should seize the current proper time to strengthen to the developed country transnational R＆D merger and acquisition; cultivate positively and impel ＂the young giant science and technology enterprise＂ to walk out.
