摘  要:《中华人民共和国监督法》的颁行,为各级人大常务会对一府两院的工作进行监督提供了更为明确的法律依据。但作为被监督对象的"一府两院",能否成为监督法的执法主体问题,理论上仍存在不同的认识。本文试着对该问题进行了分析,认为"一府两院"作为被监督的对象,不能同时成为《监督法》的执法主体。The enactment of 《supervision law of the people's Republic of China》 provides a more clear legal basis for Standing Committee of People's Congress at all levels to supervise the work of the Government,the Court and the Procuratorate.Howeverias the object being supervised,if "one government and the Court and the Procuratorate" can become the enforcement main body of this law,in theory,there are still different views.This article tried to analyze the issue,saying that "a government,the Court and the Procuratorate",as the target of being supervised,can not become supervision law enforcement body.
