摘　　要：针对2008年初中国南方的特大冰雪灾害,分析了政府的应对策略和应急反应及其中出现的问题。然后重点从灾前预防、灾中应对、灾后重建3方面对政府的自然灾害应急预案及危机管理进行研究和探讨,以寻求应对类似自然灾害的方法。Aiming at the severe snow disaster in southern China at the beginning of 2008, the corresponding strategies and emergency response of the government and the problems in the process were analyzed. The emergency preplanning and crisis management of natural disasters were studied and discussed from three aspects of disaster prevention, countemeasure of the disaster and reconstruction after the disaster so as to seek out the treatment method of similar natural disasters.
