发展循环经济 促进经济发展方式转变

摘　　要：以科学发展观为指导,以最小的经济社会成本保护资源和环境,寻找一条科技先导、资源节约、生态保护的新型经济发展方式,已经成为当前推动经济发展的战略使命.通过发展循环经济,可以达到经济发展的速度与结构、质量、效益相统一,经济发展与人口、资源、环境相适应,建成低投入、低消耗、低污染、可循环的经济发展方式.这是实现经济发展与环境保护的科学和谐的发展,是确保当代经济社会又好又快发展和全面建设小康社会的必然选择.走循环经济之路,加快经济发展方式转变将是我国新阶段经济社会发展的主题.With the rapid development of economy,the shortcoming of economic growth pattern has caused some confliets between economic growth and resource ＆ environment. At the seventeenth National Congress of China, the transition of economic developing pattern was proposed. It means that during the transition of economic developing pattern we should pursue not only growth in GDP but also scientific developing pattern for nature and humans. With the scientific developing pattern , we have to find a new pattern of economic developing which is guided by science and technology,helpful for protecting resources, and good for environment. By developing recularecnomy we will get coordinates on economic developing speed and structure, quality and benefit, economic developing and population, resources and environment. So we should build a scientific economic developing pattern with low investing, low on- sumption,and low pollution. The transition of economic developing pattern would push good and fast developing of our economy and society.
