摘　　要：在新时期高等教育管理体制改革中,在党中央、国务院领导下,各级教育行政部门先后在党中央构建社会主义市场经济体制、实施"科教兴国"战略、开展"三讲"教育活动,国务院实施机构调整和改革,全国人大颁布实施《中华人民共和国高等教育法》和党中央提出贯彻落实科学发展观等重要时期,不断抢抓机遇,大力推进高等教育管理体制改革,初步构建起适应社会主义市场经济体制的高等教育管理的新机制。Under the leadership of the Central Committee of the Party and the State Council, during the construction of a socialist market economy, the implementation of the strategy of invigorating the country through science and education, the launch of ＂three emphases education＂ campaign, the adjustment and reform of the organizational structure, and the enactment of Higher Education Law of the Peoples Republic of China by the National People＇ s Congress, and in the course of implementing the concept of scientific development advanced by the central committee of the Party, we should seize the opportunity to promote the reform of the management system of China＇ s higher education and construct a new management mechanism to adapt to the development of the socialist market economy.
