我国成人教育管理体制改革设想

摘　　要：成人教育管理体制左右着成人教育事业的发展态势。我国成人教育管理体制存在着高度集权,制度过死,协调不当,法制不健全等问题。为此,必须立足国情,借鉴国外有益经验,简政放权,健全法制,理顺关系,统筹规划,协调发展,制定奖励措施和政策,调动地方积极性,实现我国成人教育的民主化、均权化、科学化和专业化,为建设"四位一体"的和谐社会提供人才智力支持。The management system of adult education impacts on the development of the cause of adult education. China＇s adult education management system has many problems to be tackled, for example, the problem of over-centralized type of organization, the problem of too rigid systems, the problem of inappropriate administrative coordination, the problem of incomplete legal systems. Therefore, the development of adult education should be predicated on our national conditions, while drawing sound lessons from overseas. At the same time, we should streamline the administration and delegate real powers to lower levels, improve our legal system, adjust the composition and intra-relationship, strengthen overall planning, pursue a coordinated development, work out favorable policies and awarding measures, and bring into full play the initiatives of local authorities, so as to realize the democratic, equalized, scientific and professional development of China＇s adult education, providing intellectual support for the building of a harmonious society characterized by the strategic distribution of ＂Four-in-One＂ （namely. economic, nolitical, cultural and social） construction.
