摘　　要：任何国家都必须依照自己的国情进行信息化建设。世界上任何一个国家都没有一个贯通全国的有线电视网。在信息化建设中,这个独特的多功能网络成为了国家重要的战略资源。 中国国家信息化规划草案中提出了“一个平台三个网”的概念。这是符合中国国情的科学提法,是对中国原有信息化基础的承认,也是对中国未来信息化发展的正确意见。中国有线电视网的规模、公益性和技术特点使它能够在国家信息化建设中发挥重要作用。 对于中国来说,信息化建设还要把提高国民素质放在重要地位。因此,在中国这样的一个发展中国家,不仅要建好、用好高速公路,还要充分考虑低速公路。要克服盲目性,因地制宜。在信息化建设过程中,各国政府尤其是中国政府,应当充分考虑民族文化的发展问题。否则,将会带来民族的灾难和人类的灾难。In information build up, each country has to be in accordance with its own characteristics.There is no such country like China in the world to have a cable network nationally. In the build up of informationization, such a special network poses serious consideration. The concept 'One platform, three networks' proposed last year is scientific and practical towards current situation and future development.The scale, the public- spirited nature and the technical specifications of the cable television network give specialty to the build up of China's informationization.China has to raise national diathesis before all other things, that is, to do high-tech and basic construction at the same time.One should not be misled in information. super highway. If most user, under most circumstances, would only require one -way service, we should not force them to have two-way capacity.In the information build up, government of every country, especially China, should lay emphasis on the development of national cultures. If national cultures will be erased with information economy, it will be a disaster for national cultures as well as for humanity.
