创建人才工作“三个体系” 落实“党管人才”原则——济南市“党管人才”工作机制创新实证研究

摘　　要：创新人才工作机制是落实"党管人才"原则的关键所在。济南市在人才工作中,坚持以科学发展观为指导,努力创新,提出构建人才工作"决策体系、执行体系、监督体系"的工作目标,切实"形成党委统一领导,组织部门牵头抓总,有关部门各司其职、密切配合,社会力量广泛参与的人才工作新格局",推动人才工作全面、协调、可持续发展。但在创新实践过程中存在着诸多问题,影响着人才工作"决策体系、执行体系、监督体系"构建和有效运转。需要通过采取设立机构、完善制度、加大资金投入等措施加以解决,从而推动人才工作三个有机体系的完善。Innovative talents working mechanism is the key principle to implement ＂the party manages human resources,＂ Jinan City sticks to the scientific concept of development as guidance and strives for innovation and works to build ＂decision - making system, implementation system, monitoring system＂ as job objectives, and effectively forms a the new pattern of human resources of ＂unified leadership of party committees, organizations take the leading in grasping the overall sector, the departments carry out their duties, the broad participation of social forces＂. But in the innovation, there exist many problems which influence the construction and working of the system. So, we have to take some measures, to develop the system and expand money input to improve the system.
