摘 要:采用双层规划模型描述区域内各港口间的协调优化问题。上层模型从区域港口管理者的角度考虑,使区域各港口的资源能够优化利用,区域港口的收益达到最大;下层模型从货主方的角度考虑,货主的选择行为遵循用户最优原则,引入效用函数使所付费用满足服务需求。同时,采用matlab的遗传算法对模型算例进行求解。A bi-programming is developed to solve coordination and optimization among the regional ports from the user equilibrium. The upper level of the model aims to maximize the total revenue, which describes the phenomenon that the regional managers can take action to influence the port user's route choice behavior; the lower level is to supply the port user's demand of service and to minimize the total user's cost with utility function. A solution algorithm based on genetic algorithm is proposed. Finally, a numerical example is given to illustrate the procedure of the proposed model and algorithm.
