摘  要:利用河网模型系统MIKE11、MIKE21,模拟计算了流域洪水淹没过程,以可变模糊集理论为基础,建立了流域防洪减灾工程措施方案优选模型.该模型能够确定方案指标对指标特征值区间的相对隶属度、相对隶属函数,并且能够通过变化模型及其参数,合理地选出优属度较高的方案,提高对方案优选的可信度.最后,将该模型应用于大连碧流河水库下游流域的防洪减灾工程措施方案优选,结果表明,该模型计算简便,实用性强,优选结果可信度高.The river network models, such as MIKE11 and MIKE21, are introduced to calculate and analyze the flood submerging process for certain river basin. An optimization model of flood control and disaster mitigation engineering schemes is established based on variable fuzzy set theory. The merit of the model is that it can reasonably identify the relative membership degree and relative membership function between the project's index and interval of index's eigenvalues, and can properly select project with high optimal membership degree by varying the model and its parameters. Hence, the reliability of optimizing project can be improved. The proposed model is applied to optimization of flood control and disaster mitigation engineering schemes in the Biliuhe reservoir's lower river course. The case study shows that the proposed model is simple and practicable. As a result the optimization project can achieve a high reliability.
