摘　　要：本文介绍了WebGIS技术,论述了基于这种技术建立的车辆监控系统的总体框架和系统的工作原理,分析了系统数据特点和数据存储要求,详细阐述了利用Oracle Spatial管理WebGIS车辆监控数据系统的空间数据,包括模型的建立、空间表的创建与存储过程、空间数据的导入以及空间数据索引的创建。最后,给出了该系统与数据库连接的方法,即采用Java语言开发,利用JDBC方式实现系统与应用程序的连接。In this paper the WebGIS technology is introduced. Based on that technology the paper discusses the general framework and the working principle of the Vehicle Monitoring System, and analyzes the characteristics of the data that needs to be stored, it details how to manage the spatial data of the system with Oracle Spatial, which includes model building, Spatial data table creating, loading data into tables and creating index for the data. Finally, it describes how to connect the database with the application system with JDBC in the Java language.
