中西部中小企业发展滞后困境的原因与对策

摘　　要：在中小企业整体发展迅猛的视野中,中小企业发展不平衡性突出,主要表现为中西部中小企业发展面临滞后困境,其原因包括思想观念落后、市场准入滞后、融资难题待破、人才严重匮乏、管理模式低效等。破解对策为破除体制障碍、转变政府职能;完善法律法规、构建法律体系;破解融资难题、推动企业上市;培育服务组织、构建服务网络;推动企业创新、组建战略联盟;创建教育网络、积聚企业人才等。In view of global developing rapid for Medium and Small Enterprises, developing imbalance of Medium and Small Enterprises is outstanding, Medium and Small Enterprises of central and western regions in china face lag dilemma developing, their reason including thought idea backward,market access lag,finance problem awaiting by breaking,talents shortage,management model inefficient etc. Countermeasures including,breaking the barriers in systems,changing government function;perfect laws and regulations,con structing legal system;deelassification financing problem,push listing of enterprise;cultivation service tissue, con struction service network; push enter prise innovation ,establishing strategic alliances;creating education network ,accumulation enterprise talents etc.
