摘　　要：在对国际风险管理现状和我国中央企业风险管理状况进行分析研究的基础上,阐述了推动中央企业风险管理工作的路径选择,论述了年度风险管理报告制度对现阶段推动风险管理工作的重要性和必要性,并对美国和英国内部控制报告制度进行了剖析;结合国资委监管需要和中央企业的实际状况,对实施中央企业年度风险管理报告的报告原则、报告边界以及报告内容等若干年度风险管理报告重要问题进行了探讨;使用管理活动分析矩阵对风险管理报告的内容进行分析,提出了年度风险管理报告的模本框架。This paper describes the route for promoting the work of Central Enterprise, analyses the import of the Annual Risk Management Report to impel the work of Central Enterprises＇ risk management through studying the international risk management status quo and the risk management state of Central Enterprises, the Internal Control Report of the United States and the U.K. are also discussed; Report principle, report boundary, report content, and other related issues which have a momentous impact on the Annual Risk Management Report are explored through combining the monitor demand of SASAC and the actual situation of Central Enterprises; This article uses the management activities analysis matrix to analyze the content of the Annual Risk Management Report, firstly puts forward the framework of the Annual Risk Management Report on the global scale.
