摘　　要：熊希龄作为近代中国著名的慈善家在民国北京政府时期为湖南的慈善救济作出了重要贡献,无论在筹集赈款还是在查灾放赈采运中都有举足轻重的地位,可谓灵魂式人物。他主张慈善机构联合办赈、强调救济时分别轻重缓急、突出积极慈善以及在社会大背景下筹划慈善,同时重视灾情的准确掌握、呼吁减轻民众负担以及要求办赈人员操行高尚等,都是他多年办赈的经验结晶。Xiong - XiLing is a famous philanthropist, who played an important role in Hunan＇ s charity and relief in the period of Bejing Government of Republic of China. He was the heat and soul of Hunan＇ s charity and relief in that period , enjoyed a vital position in both fund - raising, disaster - investigating, relief materials handing out and so on. He argued for charity and relief organizations working together, stressed the degree of importance, emphasized active charity and planed for charity in social background. At the same time, he accorded great importance to grasping accurate situation of disaster, appealed to lighten the burden of people, required the person getting into charity and relief to be truly virtuous, which were the crystallization of getting into charity for many years.
