摘　　要：本文首先阐述了河北省中小企业集群的发展特征,分析了集群在产品结构、分工与协作体系、区位品牌度、技术创新以及政府和社会服务体系方面存在的发展问题和障碍,最后就如何促进中小企业集群的培育从以上几个方面提出了解决对策和建议。This paper expounds development feature of Small and Medium Enterprise Cluster of Hebei province,analyses the existing problems and countermeasures on the product structure,division and cooperation system,regional brand,technology innovation and government and society service system. Finally some practical measures are put forward to breed and develop Small and Medium Enterprise Cluster.
