摘　　要：高校党内民主建设,既要把握党内民主建设的普遍规律,也要紧贴高校建设发展的特殊性。要根据高校党员队伍构成构建党内民主机制,包括学生党员作用发挥机制,党员知识分子商议机制,党外知识分子征询机制,党内外意见综合平衡机制;要根据高校基本任务职责把握党内民主取向,依据人才培养职责确立党内民主的人格培养取向,依据文化传承职责确立党内民主的文化引领取向,依据总体社会职责确立党内民主的科学决策取向;要根据高校文化价值理念塑造党内民主精神,以"思想独立、学术自由"的文化价值理念涵育党内民主的权利意识,以"大学之道、明德亲民"的文化价值理念启发党内民主的责任观念,以"吾爱吾师、更爱真理"的文化价值理念支撑党内民主的理性思维,以"自强不息、开拓创新"的文化价值理念激发党内民主的创新活力。The inner Party democracy construction should both meet the universal law of inner Party democracy and closely relate to the characteristics of college construction development.We should construct the inner Party mechanism according to the college Party rank,including the student Party members'function displaying mechanism,intellectual Party members consultation mechanism,non-Party members inquisition mechanism and opinions inside and outside the Party balancing mechanism.We should handle the inner Party democracy orientation based on the college basic task and responsibility,establish inner Party democratic human personality cultivation orientation based on talent cultivation responsibility,determine the inner Party culture leading orientation based on culture inheritance responsibility,establish inner Party democracy scientific decision-making orientation based on general social responsibility,establish inner Party democracy based on college cultural value,nurture inner Party democratic right consciousness based on the cultural value of the'critic thinking and academic freedom',reveal the responsibility of inner Party democracy based on the cultural value of 'great learning and loving people',cherish inner Party rational thinking based on cultural value of 'loving teacher,loving truth'and stimulate inner Party vigor based on the cultural value of 'striving forever and innovating new things'.
