摘  要:终端区空中交通管制运行品质涉及多个因素,单方面的改进会影响其他方面,需要经过综合评价才能形成有效的运行优化策略。为加强对终端区管制运行品质的综合评价,基于因子分析法对评价因子进行了研究。以成都终端区为例,根据专家调查法选取6项关键指标,采集繁忙时段10:00~22:00的有效样本共计57个,进行因子分析。结果表明:安全、流量、效率为评价终端区管制运行品质最重要的3个因子,权重依次为0.37、0.34、0.29。经在管制专家中开展模糊综合评价,证明因子分析结果与实际情况相符。所提出的研究结果,从定量分析角度为综合改善终端区管制运行品质提供了决策导向和检验依据。There are various factors involved in operation performance of air traffic control in terminal area,and improvement of single aspect could make some impact on other aspects.Therefore effective strategies for optimization of operation performance should be after integrated evaluation.To improve integrated evaluation for operation performance of air traffic control in terminal area,research on evaluation factors was fulfilled based on factorial analysis.Taking the Chengdu terminal area as an example,6 key indexes were chosen according to expert questionnaires,and 57 sets of samples,one for the period of an hour,were collected from peak periods(10:00~22:00) for factorial analysis.As the analysis results,safety,flow,and efficiency were identified as the most important three evaluation factors,and the weights were 0.37,0.34,and 0.29 accordingly.The results were verified in fairly good consistency with the real picture by fuzzy synthetic evaluation performed among air traffic control experts.The research results provide decision orientations and test criteria for the comprehensive improvement of the operation performance of air traffic control in terminal area from the angle of quantitative analysis.
