城乡居民人力资本投资的比较研究

摘　　要：人力资本是通过对人的投资而形成的,人力资本投资对经济增长有着重要作用。根据1995-2007年城乡居民家庭人均人力资本投资的数据,分别从教育文化娱乐服务、医疗保健、交通通信三个方面对城乡人力资本投资进行实证比较分析,并在比较时注重将年平均增长率与绝对水平结合起来进行分析,最终得出结论:城镇人均教育文化娱乐服务、医疗保健支出的年平均增长率均高于农村,城镇人均交通通讯支出的年平均增长率略低于农村,城乡人力资本投资的绝对值差额巨大,而且呈继续扩大趋势。城乡居民在人力资本投资方面的差异会直接影响农村经济增长和城乡经济的协调发展,因此应遏制城乡人力资本投资差距继续扩大的趋势,实行城乡人力资本投资的均衡发展战略,采取一系列促进农村人力资本投资的政策措施。The human capital forms through investment in people.The human capital investment has the influential role to the economic growth.According to the data of 1995-2007 urban and rural residents' per capita investment in human capital,to conduct empirical comparison respectively from the three aspects of education,culture and entertainment services,health care,transportation and communication,and the comparison combine the annual average growth rate with the absolute level,the final conclusion is as follows:The annual average growth rates of urban per capita expenditure on education,culture and entertainment services,health care are higher than in rural areas,and the annual average growth rate of urban per capita expenditure on transportation and communication is slightly lower than in rural areas.The absolute value between urban and rural human capital investment is significantly different,and the trend is to continue to expand.The differences between urban and rural residents human capital investment will directly affect rural economic growth and coordinated development of urban and rural economy.Therefore we should curb the tendency which the urban and rural human capital investment disparity will continue to expand,implement a balanced urban and rural development strategy,and adopt a series of rural human capital investment policy measures.
