摘　　要：本文介绍了中国现行的《新化学物质环境管理办法》的立法背景以及预防预警的管理理念,并详细解析了法规中实施的新化学物质申报登记制度、评审许可制度以及确保法规有效实施的监督管理制度,在此基础上阐述了化工企业在新化学物质管理中所应承担的责任和义务,并对企业履行各项责任与义务的具体做法提出了建议。本文阐明,化工企业面临着诸多挑战,企业应立足本国法律法规,适应国内日益提高的环保要求,提高对REACH等国际化学品法规的应对能力,提高企业在国际上的竞争力。The background of legislation and the objective of precaution for Provisions on the Environmental Administration of New Chemical Substances are presented in this paper.Three important systems included in the Provision are also introduced in detail,which are the Registration,Evaluation and Authorization,Supervision of the new chemical substance.Base on the Provision,chemical enterprises in China must be charged with some duties and responsibilities and the writer made proposals for the implementation of them.The paper in the end showed that the chemical enterprises in China are facing many challenges.They should depend on the current regulations in China to accord with the elevated requirements from the environmental protection,improve the respond abilities of REACH and other international chemical laws,increase the power of the international competition of enterprises in China.
