摘　　要：在卫生事业发展中,要站在更高的角度,深刻认识到政府对人群健康负责的形式和内涵。政府对人群健康负责体现在制定有关政策、法规、标准和规划;建立卫生组织和机构;加强对产品质量和医药卫生服务的监督与管理;不断增加卫生事业经费的投入;严厉打击危害人民健康的违法、违规行为;大力发展经济;加强舆论监督;保护生态环境;强化社会保障体系;重视医药教育和科研事业等诸多方面。In the development of health service,we should recognize deeply the form and meaning of government taking responsibility for people's health in more higher view.The responsibilities that government takes for people's health mean establishing relative politics,law,standard to establish health institution and organization,enhancing the supervision and management of produce quality and medical services,increasing the health expense inconstantly,hitting the illegal behavior that is harm to people' health severely,to developing economics,enhancing supervise public opinion,proecting environment,emphasizing social insurance system,emphasizing the medical education and research course an so on.
