摘　　要：在以信息技术为核心变革当中,如何加强院校信息化建设,推进科学化、正规化管理,是当前乃至今后一个时期院校改革的重要任务。文中针对目前我国院校管理信息化建设中数据组织不合理、"信息孤岛"大量丛生的现象,以IRP(信息资源规划)理论作为指导,提出了院校的业务重组、构建用户视图、绘制数据流程图、系统建模和设计标准化数据库等来构建院校管理信息系统的过程与方法,从而实现了院校信息资源的优化管理,解决了院校信息共享的问题。information technology as the core is developing rapidly. The important mission of our college is to enhance information construction. This thesis is to solve the problem of data structure and information isolated island, identified during the information construction of management in college. The information resource planning（IRP）techniques that proceeded from the IRP theories was probed to realize its application in the information management systems of army college. Specifically, the processes and methodologies associated with the process reengineering, user view construction, data flow diagram, function model and database standardization were provided, so the information resource management of whole army college could be improved. Consequently, the information sharing problem could be solved.
