摘　　要：建国以来,中国成人高等教育投资体制经历了阶段性变革:投资方式从国家包干到国家与地方共同投资,再到国家、学员所在单位和学员个人投资,以及新世纪又出现的社会投资;收费标准由国家统一,变为由所在省(市)确定的这种从刚性走向弹性的发展历程。改革取得了较大成绩,但仍存在体制不甚完善、配套政策不够、各类收费比价不合理、同类省份间不平衡、学费支出缺乏监督等问题。面对成人高等教育投资体制中的问题,笔者认为必须从制度、投入、教学等多个层面进行系统改革。Looking at nearly 60 years＇ reform of China adult higher education investment system, the subject of investment was changed from the nation to the nation and local sharing, then to the nation , unit and learner jointly bearing, and by the end of 20^th century, social investment was added in. Charges was changed from one national standard to different local criterions. The investment has made a great achievement from rigid to flexible. But there are still problems such as imperfect system, inadequate policies, unreasonable charges, unbalanced allocation among areas, and the lack of supervision on tuition, etc.. So the paper suggests that we should practice a systematic reform at multiple layers in institution, investment, teaching and so on.
