摘　　要：从政策工具的研究谱系看,欧洲大陆和结构——功能主义是其两个基本的传统,两者在视角、观点上存在很大的差异。而在这两种取向之下,大致存在四种研究政策工具的范式:工具主义、过程主义、权变主义和建构主义。这四种不同的范式,反映着对于政策工具研究的重点和其关注的要素之间存在的差异。From the stady genealogy on the policy instruments, The European continent and structurefunction of its two basic traditions, the perspective on a lot of difference, there are four distinct approaches： instrumentalists,proceduralists,contingentists and constitutivists. Those four different paradigms reflect the focus of the study and its concern about the differences between elements.
