城郊水土保持是城市生态环境建设的切入点

摘　　要：在城市扩建过程中,对城区及其周边地区所造成的水土流失及其衍生的生态环境问题非常明显,进而影响了城市生态环境的承载能力。本研究从郊区与城区物质、能量循环和生态功能联系着手,分析了城郊水土流失的特性和环境影响,根据水土流失所造成的灾害损失和对生态环境的影响程度,建立了城郊水土流失强度及其对环境影响的评价体系;在此基础上,从城郊生态整体观考虑,讨论了城区与郊区生态环境的互动效应,提出了建设城市生态安全屏障——城郊水土保持生态安全带设想;并结合特殊的区位功能分区和生态功能链,对城郊各功能区的水土保持措施进行了生态优化设计。为充分发挥水土保持的多功能效应,提高城市的生态环境承载力提供了科学参考依据。In the urbanization process, some ecological environment problems are caused in the city and its perimeter region. The most typical effect is the soil and water loss in directly and indirectly. It further interferes with urban eco-environmental carrying capacity. On the basis of material and energy cycle, ecological functional relation between city and suburb, the characteristics of suburban soil and water loss and effecting on environment are analyzed. According to affecting and disaster degree of soil and water loss, the evaluation system of the intensity of suburban water and soil loss and its effect on the environment are developed. On the base above-mentioned, the eco-environment interaction effects are discussed as an eco-logical whole between urban and suburban. The idea to develop urban ecology and safety protection zone is suggested, which is ecological safe zone of soil and water conservation. Link the regional functional division and ecological functional chains, the controlling measures of soil and water loss are designed as perfect or effective as possible. It can bring soil and water conservation measures into fully play, and provide scientific basis for improving urban eco-environmental carrying capacity.
